Light Board Adds Amendments to Substation Article

Final additions to Article 2 allows for talks with NSTAR, caps bonding authority to $53.7M.

The Belmont Light Board dotted the 'i's' and crossed the 't's' as it added wording to the measure going before Special Town Meeting tomorrow, Wednesday, Feb. 8, that will authorize the sale of more than $50 million in municipal bonds to create a new electrical substation. The Light Board – made up of the three-member Board of Selectmen – approved Monday night, Feb. 6, an amendment to Article 2 to allow the Selectmen to negotiate with utility-giant NSTAR on its offer to continue working with the town's independent electric company as supplier to the current 13.8 kilovolt system. It's time the Belmont ratepayers were the primary concern, not the Selectmen's schemes to extract indirect PILOT payments from the non-profits in town, via the increased commercial electric rates and the increased Return on Plant that the substation wiould allow. Financial watch dog gives OK to bond $53.7M, asks selectmen to negotiate with utility giant.

The last-minute insertion by energy giant NSTAR into the four-year debate on building a new electric substation has thrown a curve into the vote before the reconvened Special Town Meeting on Wednesday on the town’s largest capital project in decades. Light Department's PILOT Lands $650K to Town

Selectmen suggest a review of the utilities' annual payment to the town in February.

The Belmont Light Board approved a $650,000 payment in lieu of tax (PILOT) from the Belmont Municipal Light Department to the town at the board meeting Monday, Dec. 19. The Light Board – made up of the town's Board of Selectmen – indicated that it is likely they, in their selectmen role, will be reviewing the current formula used to calculate how much the town's non-profit utility provides to the town. "The formula is up for review this coming year ... and I anticipate we will revisit the current policy," said Light Board member and Selectman Mark Paolillo, who added that he expects a February meeting to discuss the matter.  "There is no prediction the way we will go when we meet," said Paolillo. Light Department Prepares to Sell Substation Plan

Will set dates in November, January to present proposal to public for $50M plant.

The Belmont Municipal Light Department will be presenting its case for a new $50 million electrical substation at a series of public meetings before a critical Town Meeting vote this January, James Palmer, general manager of the Light Department, told the Belmont Light Board – made up of the Belmont Board of Selectmen – on Sept. 26.  Palmer said the department is scheduling a single meeting in November and three in January for the public to hear and ask questions concerning the need to increase electrical capacity to its 11,000 customers.
