Despite opposition, bylaw to create a town "Chief Administrating Officer" will go before Town Meeting in April.
For the long-serving members of the Government Structure Review Committee, the new powers granted to the Office of Town Administrator in a proposed bylaw they will bring before Town Meeting next month will make governing the town "more efficient," according to member Bob McLaughlin. "This is Management 101," said McLaughlin. "We need a strong administrator and chief of everyone in [Town Hall]." But to Dr. David Alper, the chairman of the elected-Board of Health, the new responsibilities will come at a high price, one which he, the two other board members and the staff of the town's Health Department are not willing to give up without a fight. "The board and the department believes that the more we hold onto our [independence], the better …

Administrators office and Belmont departments ready for stormy two days.
Below is an announcement from Belmont Town Administrator David Kale. Current forecasts predict that Belmont may be impacted by strong winds and heavy rain beginning as early as Monday morning. This storm has the potential to cause flooding as well as downed trees and power lines. Take the proper precautions to ensure that basements are free of valuables which may be damaged in the event that flooding occurs. All Town Departments are making preparations to deal with whatever the weather brings. Residents and businesses are encouraged to make sure leaves and debris are removed from the top of storm drains near their property to reduce the chance of flooding. Residents and businesses are also encouraged to secure all outdoor furniture and …

In contentious 2-1 vote, Board selects Cambridge budget head; vote to "disappoint" many says Selectman.
In a contentious split decision, the Belmont Board of Selectmen voted 2-1 to select David Kale, the Cambridge budget director, as the next Town Administrator. While Selectmen Chairman Mark Paolillo and vice chairman Andy Rojas preferred Kale for his expertise in the budget process, Selectman Ralph Jones strongly disagreed with the decision, contending the town requires an administrator with strong managerial skills rather than a person with financial experience. "We already have a great budget staff," said Jones after the meeting. "How much more analysis does one need? This will be a disappointment to many in town," he said. Jones backed Peter Morin, Braintree's chief of staff and director of operations, who has an extensive background in …

Will also introduce community to Selectmen/School Committee multi-year budget process.
Joining Bruce Springsteen, Katie Perry and Keith Urban on tour this summer will be ... Belmont's new Town Administrator. That's the plan by the still-to-be-selected candidate – the decision on naming the one of two finalists was put off for a week – by his "promoters," the Belmont Board of Selectmen. OK, The tour – to take place in July or August – will be exclusively within Belmont, the target audience are precinct caucus members and don't expect much music at these performances. What the Selectmen hope is that those attending will get to know this new kid on the block. And the Board sees using these meet-and-greets – both candidates said one of their first actions will be to meet residents – as an introduction to the town's legislative …

Question of references on "most important decision in years" will push back selection.
A question of references – or the lack of any – has resulted in the Belmont Board of Selectmen to delay for a week the selection of the new Town Administrator. The vote will now take place on Monday, June 11, at 8 a.m. "I think we have the duty to do our due diligence," said Board of Selectmen Chairman Mark Paolillo, who questioned why the UMass Collins Center for Public Management – which assisted the Board in the selection process – had not provided personnel references for either of the two final candidates; Peter Morin, Braintree's chief of staff and director of operations, and David Kale, Cambridge's budget director/deputy finance director. Selectman Andy Rojas said he also would want to hear from the candidate's superiors and …

Selectmen will decide on either Peter Morin or David Kale on Monday, June 4.
It was lucky for Peter Morin and David Kale that Belmont Fire Chief David Frizzell discovered before the formal interviews began for the new Town Administrator on Tuesday, May 29, that someone set the thermostat in the Selectmen's Room in Town Hall at 84 degrees. Not that the two finalist for the position needed one more reason to be sweating before the Belmont Board of Selectmen. But the board members decided to leave out any gotcha questions for Morin and Kale – a third candidate, Millis Town Administrator Charles Aspinwall, dropped out before the interviews. In fact, the Selectmen allowed Morin, chief of staff/director of operations in Braintree, and Kale, Cambridge's budget director, the time to present their best to the town. The …

The line-up is: • 8:30 a.m. to 9:30 a.m.: David Kale, Cambridge's budget director and deputy finance director. • 9:45 a.m. to 10:45: Charles Aspinwall, Millis' town administrator, and • 11 a.m. to noon: Peter Morin, chief of staff and operations in Braintree. Candidates from Millis, Braintree and Cambridge will be interviewed in the next three weeks.
Belmont's search for a new Town Administrator is down to three finalists as a screening committee named municipal professionals from Millis, Cambridge and Braintree to be interviewed in public session by the Belmont Board of Selectmen in June. Charles Aspinwall, Millis' town administrator, David Kale, the budget director and deputy finance director from neighboring Cambridge and Peter Morin, chief of staff and operations in Braintree were named by Selectman Ralph Jones, head of the screening committee at a 6:15 p.m. meeting in the Beech Street Center, May 10. "We have three outstanding candidates with strong leadership experience ... and lots of years of managing municipal and we were impressed with the three finalists," said Jones. Jones …

Selection Committee to cut group to three to five finalists by end of the month.
The number of candidates to become Belmont's next Town Administrator has been whittled down to 10 candidates with the expectation that three to five finalists will be brought before the Board of Selectmen in the next three weeks for public interviews, according to Selectman Ralph Jones yesterday. Jones, who along with Town Moderator Micheal Widmer, School Committee Chairwoman Laurie Graham, Warrant Committee Chairwoman Elizabeth Allison and Judith Sarno make up the search committee, said that the process began with an initial group of 79 applicants submitting their qualifications to the become Belmont's next chief administrator. "This was a far greater response then the last time" (the town hired a town administrator), said Jones. Jones …

Chairwoman Allison says committee will still analyze budgets "line item by line item."
After accepting the preliminary fiscal year 2013 budgets from the school department and town Wednesday, Jan. 11, Warrant Committee Chairwoman Elizabeth Allison told representatives from both groups that their presentations made the committee quite "happy." "It would be fair to say that many members are relieved with what was presented," said Allison after the meeting where the committee – the financial watch dog for the Town Meeting representatives who approve or reject the town budgets in May – and residents saw for the first time the combined $74.2 million level service budget. Allison's enthusiasm came after the schools and town departments revealed that their fiscal 2013 budget shortfalls they were facing were what Board of Selectmen …

I think looking at town government organization like a business is not such a bad thing- the warrant article is trying to make handling the town businesses more efficient and I cannot imagine how that is a bad thing. I don't read this like it is a power "trip" for anyone, but rather, we have a solid Town Administrator who needs to be empowered to run our town, and leveraging his experience.   more ›
